On February 20-21, NIA followed up on its involvement for the review of a co-study to complete the implementations and opening of the SPAN system in the Ministry of Finance in Indonesia. SPAN is Integrated Budget and Treasury Systems to be utilized at Indonesia’s Ministry of Finance and is part of specific research of KSP (Knowledge Sharing Project) of the Korean government.
This high-level dialogue was to present NIA’s viewpoint and make some recommendations to Ministry of Finance personnel responsible for the implementation of SPAN related people both in terms of managerial and technical issues so that the SPAN can open minimizing the delay of system implementations.
NIA Executive Vice President of the Global IT Cooperation Division, Dr. Jeongwon Yoon held meetings and made a presentation at the Borobudur Hotel in Jakarta with Ministry of Finance officials in attendance that included; Mr. Syafriadi, Deputy Director for Transformation of Internal Business Process and Organization, Mr. Eko, Deputy Director for Treasury Transformation Support and Mr. Rinaldi, Head of Section of Transformation of Application System. In his presentation, he highlighted the issues for both the managerial aspect and technical aspect that needed to be addressed and some recommendations for a successful completion of the project and new opening of SPAN
As mentioned, NIA officials visited Jakarta last year in order to consult with and gather information from the Ministry of Finance as their 4 year project in developing a new Financial Management and Budget Information system for the Indonesian government that was supposed to be completed by the end of 2012. The project has been being performed through a budget provided by the World Bank as the World Bank and the Indonesian government contracted a loan agreement on ODA funds back in 2004.
The goal of the project is to secure transparency of national revenue management and resource distribution through an institutional improvement accompanied by IT systems in Indonesian government. The IT infrastructure for budget management preceded by institutional improvement in Indonesia will enable business efficiency and responsible administration by ministries as well.

NIA officials hold discussions with Indonesian Ministry of Finance officials in Jarkarta
