Korea Tops the UN e-Government Survey 2014 for the 3rd Consecutive Time

Korea achieved the first rank again in UN e-Government Survey 2014 for the third time following 2010 and 2012. Such result proves that UN has officially acknowledged that Korea has the world’s top-level e-government, while at the same time provides the opportunity for Korea’s e-government to serve as the global standard. Ministry of Security and Public Administration of Korea said that UN announced the result of 2014 e-Government Survey on 23rd June 2014 and Korea won first place both in e-Government Development Index and e-Participation Index. The UN e-Government Survey has been conducted since 2003 to some 190 member states in order to compare the level of e-Government, facilitate global e-government cooperation, and improve national competitiveness. In this regard, as a country maintaining its first rank for three consecutive surveys, Korea has now consolidated its position as a country with the world’s best e-government.



The achievement of Korea seems to have come from the fact that the government-wide efforts to provide ‘user-oriented customized services’ and its thorough implementation of e-government development strategy based on ‘opening up and sharing of government data’ are again acknowledged by the international society. In particular, UN introduces Korea as a high-performance country in the area of ‘Open Government Data’, which is newly added initiative in the 2014 survey, confirming that the government operation paradigm of the Park, Geun-hye administration, or ‘Gov 3.0’, which emphasizes the values of ‘openness, sharing, communication, and collaboration’, guides policy direction the right way.



Based upon the achievement of winning first place for three consecutive surveys, Ministry of Security and Public

Administration states that it will prepare for another leap forward by shifting the paradigm from the e-government that streamlines internal administrative affairs and provides online civil services to one that offers customized services to individual users and cloud-based e-government.



Minister of Security and Public Administration, Byung-Kyu Kang states that “We shall take this opportunity to actively spread the Korean Wave not only in the cultural area like K-Pop but also in the area of public administration by publicizing the advanced administrative system of Korea, such as e-government, and eventually to support  e-government development of global community”.
