The NCA(www.nca.or.kr), through its IT Cooperation Center in Mexico developed a new Public SMS Service System for the first time in Mexico.


On the 9th of February(Mexican time), the Official Inauguration of the Miguel Hidalgo Mobile Service took place in the Miguel Hidalgo District Office in INTERNATIONAL COOPERATIONMexico. INTERNATIONAL COOPERATION


This service system, created under the supervision of Korea-Mexico ITCC, was a joint pilot project between Korea and Mexico. This project was a part of Digital Participation Agenda of e-Mexico National System of the Ministry of Communication and Transportations of Mexico.


At the inauguration ceremony, many high-level officers including Secretary Pedro Cerisola, of the Ministry of Communications and Transportations and Secretary General Javier Perez, of the e-Mexico National System were present.


President Chang-kon Kim of the NCA sent a congratulatory message via video-message. In his message he remarked that the event celebrates one of the greatest accomplishments of the second year projects of Mexico-Korea ITCC and e-Mexico National System. In addition he expressed his hope that, this SMS service can become an essential tool to e-Mexico National System.


This mobile service transmits information regarding civil application processes, as well as news, and events of the Miguel Hidalgo District via text messaging service. The project was benchmarked from SMSservice used in Jong-gu districts and other public offices in Korea. Each government funded US$50,000 for the project.


Among 16 districts in Mexico, Miguel Hidalgo district is the most affluent region with the highest educational level. NCA and Korea-Mexico IT Cooperation Center forecast that this unprecedented SMS project may become widely spread in other districts of Mexico.


The NCA of the Ministry of Information and Communications of Korea and the e-Mexico National System of the Ministry of Communications and Transportations of Mexico have been jointing efforts to promote informatization of both countries through the Korea-Mexico IT Cooperation Center.


Currently in Mexico, 45million people are estimated to be using mobile services (COFETEL Mexico, September 2005).
