NIA President Seang-Tae Kim Gives Keynote Presentation at Government Information Forum 2009 in Singapore

On March 4th, 2009, NIA’s President, Seang-Tae Kim was invited and gave a VIP Keynote presentation at the Government Information Forum 2009, that was held at The Raffles Hotel in Singapore. The Government Information Forum is in its 5th year and is hosted by the Singapore government that brings together truly superb global speakers from around the world that are comprised from government, practitioners and industry experts. Speakers and Forum participants hailing from across Asia-Pacific and Gulf States attend the Forum to learn first-hand top government practices in the area of ICT.




President Seang-Tae Kim’s keynote presentation was titled, “Government and Web 2.0” and dealt with issues how governments can take the best of social Internet applications in order to improve access and data capture, while at the same time maintaining secure, transparent and responsible decision-making processes. President Kim also elaborated on the different eras of e-Government where; intelligence, governance, trust and personalization would be pillars in the future. The characteristics that make Web 2.0 stand out such as; mash-ups, rich user interface, social networking and collective intelligence would all be applied in the future evolution of e-government even though hints of the marriage between Web 2.o and e-government are already beginning to show in Seoul, Korea and Norway. Moving from Web 2.0 to Web 3.0 as well as the IBM termed, “Smart Planet,” was also mentioned as a possible future trend of Government Information. ‘IBM’s vision of a “Smart Planet” will allow for tremendous near term opportunities in building out the global smart infrastructures for energy, water, information, and transportation of people and goods.




Another important appointment President Kim had while he was in Singapore was the opportunity to sit down and be interviewed by the associate editor of “Future Gov” magazine – Richard Hicks. The interview that lasted about 90 minutes delved into the history of Korea’s e-government and the impact of policies put forth by the Korean government to build up its e-government capacities. President Kim explained Korea’s e-government start as well as current policies and the direction or future trend that the Korean government is taking as it embarks on its future e-government journey.
