On November 8-10th, the 2nd Global e-Government Ministerial Meeting took place in Seoul, Korea. Korea || chr(39) || || chr(39) || s Ministry of Public Administration & Security (MOPAS),from the outset, has been interested in sharing e-Government development experience and knowledge with partner countries. In the first

meeting at March 2011, ministers from Costa Rica, Dominican Republic, Kyrgyzstan and Mongolia were invited and they discussed their e-Government development and bilateral agenda with Korea.



For the 2nd meeting that was held in November, ministers from Moldova, Kenya, Sri Lanka, and Uzbekistan came together to discuss e-Government not only their respective countries but also kick off more e-government cooperation between their country and Korea. After an opening ceremony,

a welcoming luncheon, ministerial round-table meeting, and bilateral meeting with the MOPAS, there were visits to e-Government & ICT organizations and/or companies as well.



Opening remarks at the Ministerial Roundtable meeting were made by Cheol-ho Oh, Strategic Member on the President || chr(39) || || chr(39) || s Council on Informatization Strategies and a Professor at the University of Soongsil. During his remarks, he stressed cooperation and learning from each other so as to strengthen

e-government within their countries. MOPAS Assistant Minister Chang-SooKwang made a keynote speech/presentation as he talked about Korea || chr(39) || || chr(39) || s e-government history, present status, roadmap for the future, including challenges ahead and international cooperation.



After the opening session, each of the ministers from the respective countries had the floor and discussed plans, initiatives and e-government projects within their own countries. Sri Lankan Secretary to the Ministry of Defence& Urban Development talked firstand discussed developing local language

content and IT infrastructure being significantly upgraded in Sri Lanka. FilipPavel, Minister of Informational Technologies and Communications spoke next on Moldova || chr(39) || || chr(39) || sICT industry becoming an economic growth driver through the increase of productivity, transparency, efficiency (core values),

etc.,transforming itself into a regional and international hub of Eastern Europe. Uzbekistan was next as Mr. BakhromAshrafkhanov - Deputy Ministerof Finance in Uzbekistan outlined the Single Portal Window that now has 14 services available and continuing efforts with an e-procurement future model, development scope, system specification, etc…



In the Q&A discussion period, all Ministers were able to talk freely with each other about their experiences and shared advice on what worked and what needs more work on so that each of them could take some valuable lessons from the Meeting. Professor Oh, concluded the Ministerial Roundtable session by thanking them all for their excellent contributions where everyone could learn from one another and Korea looked forward to strengthening e-Government cooperation among participant countries through this meeting and future meetings.
