NIA Participates in UNPOG-led Delegation for National Conference on Development of e-Government in Kazakhstan

On December 1st and 2nd, NIA staff as part of the United Nations Project Office on Governance (UNPOG) delegation and participated in the National Conference on Development of e-Government in Astana, Kazakhstan.



The conference hosted by the Kazakhstan Ministry of Communication and Information with support from the UNPOG was a 2 day event that brought together government officials from the Ministry of Communications, National ICT JSC ("Zerde"), National Information Technologies, Ministry of Transport and Communications, Committee of National Security and other relevant Kazakh government ministries and organizations.



Representing the Ministry of Communication and Information was Mr. SakenSarsenov, Vice Minister, Ministry of Communication and Information of the Republic of Kazakhstan and Mr. RustemBigari, Deputy, Supervisor of the Division for Informatization and Protection of Information Resources (Administration of the President). Mr. SakenSarsenov made the opening remarks to kick off the conference and remarked that he was thankful for the delegation from Korea to come to Kazakhstan to share Korean e-government knowledge, experience and information so that government officials in Kazakhstan could learn more from an e-government world leader.



After the Vice Minister || chr(39) || || chr(39) || s opening remarks, UNPOG Head, Mr. Jong-Moo Choi delivered a key note speech in which is focused on Korea || chr(39) || || chr(39) || s strong leadership in e-government and willingness to help and share it || chr(39) || || chr(39) || s knowledge with Kazakhstan so that Kazakhstan could learn more about the policies, circumstances, laws, education and human resources, among other important factors that go into making e-government services that are of benefit to citizens and that enrich their everyday lives.



After some presentations and discussions from both the Kazakhstan side and Korean side, further discussions took place in the later session when the focus turned to delivering e-services. It was in the afternoon session that NIA || chr(39) || || chr(39) || s own Gregory Pokorny, Principal Manager of the Global Planning and Consulting Department delivered a presentation on Cloud Computing and delivering e-services and applications on the Public Cloud. His presentation was well received with specific questions from the Kazakh audience pertaining to Korea || chr(39) || || chr(39) || s strategy for cloud computing in the government sector and what
applications and policies will be formulated first for Korea || chr(39) || || chr(39) || s own national cloud computing strategy. Other discussions and presentations from the Korean delegation focused on UN e-Government tools and evaluation, e-Procurement, Information Village (INVIL) and Enterprise Architecture (EA).


 


On Day 2, the delegation had the opportunity to visit the House of Ministries and visited the Center for e-Gov and had a tour of the call center at the "National Information Technologies" (Joint Stock Company)

and meetings in the Demonstration Room for e-Government.



The meeting started with welcoming remarks from TalgatIsmagambetov, Deputy Chairman of the Board of Projects Development and also included from the Kazakhstan side in the meeting were the; IT Architect, National Information Technologies, Director, E-Government Development Dept., Director, E-Licensing Development Dept., Director, Citizen Service Centers IIS, Director, E-Government

Competency Center. Presentations and discussions revolved around Kazakhstan || chr(39) || || chr(39) || s Single Service e-Government Portal Window, E-Licensing Portal and Integrated Information System for Citizen Service Centers. After the meeting, the delegation was involved in a tour of the Server Monitoring Center, Demonstration of Call Center - e-Gov Call Center that is open 24 hours a day and receives 2000 calls daily both technical and legal in nature and ademonstration of payment and receiving of services through payment terminal public access points -Kiosks.
