On February 28th, the 3rd Korea-Bulgaria IT Cooperation Center Steering Committee Meeting was held in Sophia, Bulgaria.Kwang-Su Chang, Vice Minister of Korea || chr(39) || || chr(39) || || chr(39) || || chr(39) || s Ministry of Public Administration and Security and from Bulgaria, ValeriBorissov, the Bulgarian Deputy Minister in the Ministry of Transport, IT and Communication. NIA administers the ITCC project in Bulgaria and NIA senior researcher Mun-Jeong Won, also took part in the ITCC Steering Committee meeting.
From the ITCC, Jaehong Yoon, Korea-Bulgaria ITCC Coordinator familiarized the attendees with the present practices for e-Government support in Bulgaria. The discussions provided valuable experience that was shared and common practices were determined, while the Bulgarian representatives found new methods of work in the e-Government area. This initiative could contribute greatly to the development of e-Government in Bulgaria, which is one of the priorities of the Bulgarian government.
One of the main purposes of this, the 3rd Steering Committee Meeting was also to sign a statement of 2012 Business and Budget Plan with the Bulgarian delegation. A few of the 2012 projects discussed in the meeting included; Bulgarian IT Master Plan, Civil Service e-Learning Platform Development, Korea Digital Contents Screening, Biometric Technology that fosters e-Government awareness, etc…
Bulgaria is currently expanding e-Learning initiatives as 18 schools are currently planning state-of-the art e-learning education system like what is currently set up in Korea so there is an opportunity for Korea to export its know-how and experience in this particular area. At the Bulgarian IT Cooperation Center, there is a Korean Film Night that is booked every Wednesday which is growing in numbers as it attracts Bulgarians and familiarizes them with Korean culture and content. One of the main topics discussed focused on building and developing more in terms of e-government related laws and policies relating to Institutional Analysis, e-Cards, central e-government services. Therefore, in this regard, Korea || chr(39) || || chr(39) || || chr(39) || || chr(39) || s relevant e-government laws and policies such as "Information Promotion Act" and "E-Government Act," could be useful for Bulgaria as they develop the necessary laws that provide more support to citizen e-government services. In addition, the Vice Minister and other high-level officials were also invited to attend the Global e-Government Forum that the Korean Government is hosting later this year in October
Both the ITCC and Information Access Center (IAC) are doing well in Bulgaria with the Bulgarian IAC receiving over 19,000 visitors in 2011 as it is helped by a good location next to the one of the main post offices in Sophia.
