In late April, 2 Russian government delegations visited Korea and took part in a 4 and 5 day e-Government Leadership Program held here in Korea and organized by the National Information Society Agency (NIA) along with the Korea-Russia Business Council (KRBC).
The visit comes at a good time as Korea was just evaluated as 1st out of 193 countries in the United Nations (for the 2nd consecutive survey as it ranked #1 in the 2010 survey as well) and the Russian Federation was ranked 27th in the 2012 survey which was a huge upgrade from their 2010 survey result where it ranked 59th.
The 2 delegations were made up of public Russian government officials that came from the central federal government and the Far East Federal District Region (Vladivostok and Khaborovsk), respectively. One delegation arrived on Sunday, April 22 and the other delegation arrived on Monday, April 23. Total delegates that took part in the e-Government Leadership Program totaled 56 government officials from Russia.
Both delegations had similar programs during their stay with them taking in lectures that dealt with such topics as: e-Government history and development of Korea, e-Government Standardization Framework, National Identification System and ID-Card platform, e-Education and Introduction to Digital Hospital.
On site visits were also part of the program where the delegations visited SK Telecom, LG CNS IT Center, Seoul TOPIS (Transport Operation and Information Service) as well as down to Daejeon and a visit to the Government Integrated Data Center - NCIA (National Computing & Information Agency).
Both delegations were received by NIA President, Seang-Tae Kim where they had a brief discussion on future e-government cooperation as well as NIA President giving each of the participates a certificate of completion at the end of the program. Representatives stated that they had learned a lot during their stay and hoped that they could incorporate some of the lessons learned here in their own government organizations in their various regions of Russia.
