NIA Officials Visit Indonesia’s Ministry of Finance for Consultations in July

From July 15-20th, NIA officials visited Jakarta, Indonesia in order to offer consulting to Indonesia' s Ministry of Finance as they are almost completed a 4 year project in developing a new Financial Management and Budget Information system for the Indonesian government.



The Government Financial Management and Revenue Administration Project (GFMRAP) is a project to build IT systems across entire financial processes including compilation and execution of budget, fund management in Indonesian government. T



The project has been being performed through a budget provided by the World Bank as the World Bank and the Indonesian government contracted a loan agreement on ODA funds back in 2004, with the World Bank then announcing the international bid in November 2005 at which time LG CNS of South Korea

won the contract for the project. The project completion date is scheduled for 2013.



The goal of the project is to secure transparency of national revenue management and resource distribution through an institutional improvement accompanied by IT systems in Indonesian government. The IT infrastructure for budget management preceded by institutional improvement in Indonesia will enable business efficiency and responsible administration by ministries as well.



For NIA officials, they acted as a 3rd party in evaluating and consulting with the parties involved in the project at the Ministry of Finance and were involved in meeting with Indonesian government officials at the Ministry there who work under the Directorate General of Treasury as they are in the final stages of upgrading the whole Integrated Financial Management Information System (IFMIS) to a new system called SPAN. SPAN will implement a core accounting component as part of IFMIS integrating the processes of Budget and Treasury and taking feeds from others sections. This will lead to enhanced systems for performance based budgeting and medium term expenditure framework.



NIA officials then had to talk to LG CNS officials in order to understand the progress and results until now and what still lies ahead in the future in order to finish the implementation of the project. As part of the project, NIA will write a final summary and then present and submit it through the Korean Development Institute in Korea for later presentation to the Ministry of Finance in Indonesia early next year.
