The Department of Digital Inclusion leads the realization of a digitally inclusive society so that all citizens can participate in social and economic activities and enjoy the benefits of AI and digital technologies without discrimination or exclusion.

As the specialized agency under the Digital Inclusion Act, we provide dedicated support for digital inclusion policies. By laying the institutional groundwork—such as formulating the Master Plan for Digital Inclusion—and driving policy execution, we strive to realize an inclusive society where the public can enjoy the benefits of AI and digital technologies without discrimination..

In accordance with the enforcement of laws and systems related to digital accessibility, we support the transition to a barrier-free environment by strengthening our management framework through revising surveys, operating monitoring systems, and providing barrier-free consulting. We also provide a real-time communication relay service that enables accessible communication for the hearing and speech impaired with difficulty using the telephone.

Furthermore, to enhance the AI capabilities of all citizens, we are systematically building an AI and digital education infrastructure. This includes expanding regional hub centers, training AI instructors, developing educational content, and expanding education based on private-sector cooperation.

In addition, we support the prevention and resolution of a dysfunctional information society through education and professional counseling for life-cycle smartphone addiction prevention based on NIA Internet Addiction Prevention Centers (18 locations) nationwide, customized digital ethics education, and awareness campaigns.

Roles and responsibilities

  • Formulate the Master and Implementation Plans for Digital Inclusion and provide policy support.
  • Develop mid-to-long-term development strategies for digital inclusion and conduct policy research.
  • Design a classification system for the digital inclusion industry and lay the foundation for its promotion.
  • Support public deliberation and policy cooperation to establish AI and digital norms.
  • Promote the global diffusion of AI and digital inclusion policies based on international cooperation, including with the OECD.
  • Prepare measures and support institutional improvements to guarantee access to and use of intelligent information services.
  • Support accessibility quality certification for intelligent information services and products, and promote the expansion of barrier-free environments.
  • Conduct research and statistical surveys to bridge the digital divide and enhance digital accessibility.
  • Operate and manage digital inclusion services, including the provision of telecommunications relay services (Sonmalieum Center).
  • Support AI and digital capacity building by establishing AI Digital Learning Centers and operating The Digital Competency Center.
  • Support the development of AI and digital educational content, instructor training, and the expansion of education through public-private partnerships.
  • Promote the creation of a healthy information culture and a digital social innovation ecosystem.
  • Support policies addressing intelligent information ethics and the adverse effects of AI and digital technologies.
  • Provide digital ethics education and cyberbullying prevention education, and develop customized content.
  • Develop policies to prevent and resolve overdependence on intelligent information services and operate response centers.
